MCLinc Commitment to Excellence

The MCLinc management and employee owners made a commitment in 1999 to operate the laboratory under a Quality Program. In 2000, MCLinc developed their QA Program using the principles of the International Organization of Standardization (ISO) Standard 17025 “General Requirements for the Competence of Testing and Calibration Laboratories”. This new international standard is for the laboratory equivalent of the manufacturing industry ISO 9000 standard.

MCLinc Quality Program

Using the ISO 17025 Standard, MCLinc has put in place the quality systems necessary to ensure achievement of our mission statement. These include:

  • A 17025 based Quality Assurance Plan (QAP)
  • Quality Assurance Standard Operating Procedures (SOPs)
  • Operational Standard Operating Procedures
  • Documentation Systems

The MCLinc QA plan supported by the QA SOPs puts into place all the elements of the ISO 17025 Standard. These include the following key elements:

  • A procedure for the control of procurement and subcontracting of quality related items with appropriate approval and documentation.
  • A system for identifying and documenting non-conformances and procedures for investigating and defining corrective actions. The MCLinc staff is encouraged through preventive actions to identify situations that may lead to a non-conformance and correct immediately.
  • A plan to train staff on the QA program and self-review their need for further training in new technical areas and encourage cross training in all areas.
  • Defined procedures for the Project Managers to be involved in all stages of the project from pre-proposal through data review and final reporting with an emphasis on meeting client needs and expectations and quickly resolving client issues.
  • A system of document control to ensure the latest quality documents are being maintained and utilized by the staff.
  • Procedures for identifying and maintaining quality and project records in a secure and safe environment.
  • Procedures for conducting management and internal quality assessments to assure the quality systems are in place and functional. MCLinc encourages and welcomes external client and agency assessment/ audits at any time.

The MCLinc goal is to meet the requirements of the stringent ISO 17025 requirements which will allow the laboratory, as required, to meet the laboratory related requirements of the DOE NQA-I Quality Program. Copies of the MCLinc Quality Assurance Plan are available upon request.

Program Approvals

The MCLinc laboratory is currently audited by the DOE Sample Management Office for specialized support throughout DOE under the Department of Energy Consolidated Audit Program (DOECAP). This program requires an annual assessment of the Quality Program. The MCLinc Industrial Hygiene Laboratory is also audited and approved by the AIHA-LAP, LLC for asbestos and metals. (A copy of the Certificate and PAT Results are available on request) Many of our industrial clients have also approved MCLinc and its QA program for their projects.


In addition to normal business licenses, MCLinc maintains a radiological license for the use, handling and storage of radiological materials per the requirements of the NRC through the State of Tennessee. (A copy of the Radiological Materials License is available upon request)


MCLinc has the necessary permits and licenses to receive and process materials containing enriched uranium. An uncontrolled copy of the MCLinc Radiological Materials License (TDEC No. R-73025-J15) is available upon request. MCLinc is permitted to handle Special Nuclear Materials under its DOE-approved Nuclear Materials Controls and Accountability Plan (NMC&A). The MCLinc laboratory in Oak Ridge, Tennessee, operates under a DOE-approved Q-level security plan, which allows for the handling of and support of classified projects.
